Yes any services carried out by a Volvo main dealer will be held on a national database and can be accessed by any Volvo dealer throughout the U.K.
As you say , they may ask you for your V5 before they will release the info to you.

No on both my 480's there is only height adjustment on the drivers seat.
I beleive you can get a kit from Volvo to add adjustment to the passenger side.
